Legislative Decree no. 68 of 29 March 2012, ‘Revision of the legislation governing the right to study and enhance legally recognised University Colleges’, marks a distinction between Colleges and university halls of residence.

Colleges are defined as ‘accommodation facilities, equipped with multi-purpose spaces, suitable for residential use, with related accommodation amenities and offering training, cultural and recreational activities’. University halls of residence are defined as ‘accommodation facilities, equipped with multi-purpose spaces, suitable for residential use, also including accommodation amenities, structured in such a way that both individual and social needs are met. Educational and recreational activities may also be offered, which are considered appropriate according to the specific nature of each facility.’

The Legislative Decree dedicates the entire article 15 to legally recognised University Colleges and defines them as ‘facilities of a residential nature, open to students of Italian or foreign universities, of high educational and cultural qualification, which pursue the enhancement of merit and intercultural training, ensuring educational and guidance services and integration of training services for each student on the basis of a personalised project’.

Legislative Decree 68/2012 states that there are two types of College: the “recognised” University College of Merit and the “accredited” University College of Merit, which are regulated by two ministerial decrees.
